We can definitely integrate with Travis and add the Travis badges to the project README, and most other apache projects on github today already do that.
To your earlier point about git repo being a mirror of svn - its indeed true and that's how Apache infrastructure is setup and its not unique to OpenNLP alone.
Regarding using Slack - we recently added a slack channel for the project to be able to work closely on Releases and the 1.7.0 release today was in very large part made possible due to slack.  But ASF still mandates that most project discussions still happen on mailing lists since they are archived (unlike slack - the free version of which doesn't archive histories).  So we may have to keep to slack for sometime.

This is mirror, you current main git repo is somewhere in apache. Also jira
tracking not a proper way for opensource projects nowadays.
The proper way for opensource project nowadays is to use GitHub as main

We need to fix this, I think it still points against our svn
repository. 

Travis is nice because it integrates with Github, thats the main
advantage is has, so it can build a PR and tell the one who sent it if
it can be build (and passes all tests).

IMHO the discussion should not be about what other cool projects are using
nowadays but rather which tools work best as to support our community.
IMHO pure github hosts doesn't give anything more than what we have with
our mirrored repo (e.g. people can create PRs on Github).
Regarding issue tracking I don't see any interesting feature in Github
issues wrt Jira.
We currently use Jenkins as CI tool, if there're good reasons to switch to
Travis I'm all for it.
On Slack, I still think there needs to be an open, stable and archived
channel everyone can read and write without requiring any invite; however
it's occasionally useful to be able to interact with the rest of the
community in a chat-like manner.
Releases like any other important project activity should be discussed here
as to allow participation from the whole community, if tools like Slack can
help quick interactions as to speed up some things that's a different topic
IMHO.
