[I] Helm Charts for Task and Management Consoles [incubator-kie-issues]

Implement a new Helm chart in apache/incubator-kie-tools repository to deploy Task and Management consoles to cloud platforms, such as Kubernetes and OpenShift.
The helm chart should follow the same structure we have for the kie-sandbox-helm-chart, meaning that it will have a main chart and two sub-charts.
Acceptance criteria:
- Create a new package on apache/incubator-kie-tools repository named "kie-consoles-helm-chart"?
- Implement a main helm chart that will have the task console and management console subcharts as dependency.
- Request to apache infra team to create a new repository on dockerhub to host this new helm chart.
- Update CI jobs to package and publish the new helm chart.
