Logging Milliseconds on windows with htmllayout?

According to the documention the %Q option is used for milliseconds

but the following Layoutstring: PatternLayout ("%d{%Y-%m-%d %H:%M:%S
%Q}  %n");
results in: 2004-08-25 09:56:41 %  

It seems that the %Q option just generates a % sign.

I am using Win XP with VC++ 6.0.

The log4cxx version is the latest working windows version  I found on
CVS (update -D 2004-08-13)

Any clues how to fix this?
