[PR] fix: scope Consumer Group diagnostics to selected instance [rocketmq-dashboard]

   ## Summary
   - require instance context for Consumer Group progress and subscription diagnostics
   - resolve each diagnostic query through the selected instance endpoint
   - add provider, service, controller, and cloud-provider regression coverage
   
   Closes #1129
   
   ## Validation
   - `JAVA_HOME=$(/usr/libexec/java_home -v 21) PATH="$JAVA_HOME/bin:$PATH" mvn -q -Dtest=RocketMQMetadataProviderTest,MetadataServiceTest,CloudMetadataProviderTest,ConsumerGroupControllerTest test`
   - `git diff --check`
