After removing the use of the master's system timestamp for meta updates in [HBASE-18328|https://issues.apache.org/jira/browse/HBASE-18328] and now that we pass the timestamps during region open/close in [HBASE-18395|https://issues.apache.org/jira/browse/HBASE-18395], we can also remove all legacy usages of masterSystemTime.
