Roaming Access Server using Apache

Hello ,

Actually i need your help in regard with Roaming Access Server
using built-in mod_roaming with Apache 1.3.20.
As i have read in  http://www.klomp.org/mod_roaming/

" Specifically mod_roaming implements the non-standard MOVE method
so that you do not have to set the (li.prefs.http.useSimplePut)
preference to true. "

But as i have tried it, and it is not working without editing the
preferences (prefs.js) of Netscape. 
So can you please tell me what should i do to make it work
without doing anything with prefs.js ( in Netscapes user profile )
