[~gsomogyi] I see that 2.4.0 was released last week, which supports Scala 2.13. It does however remove things like ZkUtils which Spark still uses. I think the path of least resistance is to inline ZkUtils, the parts that are used, into Spark.

I don't think I'll start working on it for some time, so feel free to go ahead if you like.
