[https://cwiki.apache.org/confluence/display/KAFKA/KIP-794%3A+Strictly+Uniform+Sticky+Partitioner] introduced new partitioning logic, it would be good to get some observability into the logic.  For example, one metric could be the number of brokers that we marked unavailable because their latency exceeded *partitioner.availability.timeout.ms.*
