[server] Rationalise JIRA...?

i think that the changes plugin would be useful for anyone who wants
to understand the improvements made on trunk. this is hampered by the
unusual organisation James server project has in JIRA:

1. many fixed issues are not closed
2. both trunk and 3.0 as used as names for releases

i was wondering whether now might be a good time to consolidate by
closing all fixed issues and merging trunk release into 3.0

opinions?
