Current Launchpad config [1] shows following start level for some of the bundles

# org.apache.sling/org.apache.sling.jcr.webconsole/1.0.2 - Level 5
# org.apache.sling/org.apache.sling.extensions.explorer/1.0.4 - Level 5
# commons-io/commons-io/2.4 - Level 15
# commons-fileupload/commons-fileupload/1.3.1 - Default level

Of the above #1 and #2 are not usable untill repository starts which is at level 15. So these 2 should also be moved to L15

#3 and #4 are required by webconsole [2] so they should be moved to level 5 otherwise webconsole would not resolve untill level 15
