After a build, there are modified and new files, and some RAT licence failures:

* {{lang/perl/README}} is regenerated
* {{lang/c++/test_....df}} files aren't ignored

And during a {{./build.sh clean test dist}}:

  lang/py/.mypy_cache/CACHEDIR.TAG
