   This task is a pre-requirement to make istio/envoy ci test happen in CI.
   
   We should create an `install` folder in the root folder then store all of the relevant items in it.
   
   @innerpeacez Can you help on to copy the newest helm chart into `install/kubernetes/helm`? and change all oap images tags to `latest`, thanks.
