javadoc nag!

I know this is an oft repeated request - and I'm definitely a pot calling the
kettle black....  But could we put a bit more effort into the javadoc?

The main code restructing is in place and appears to be maturing well.    Now would
be a good time to try to get the javadoc up to snuff before the task gets too big and
we set the precident that it's OK to have little or no javadoc.
