Ambari not loading configs with "ranger" in config file name

Hello,

Found a strange thing, Ambari just ignores configs with "ranger" word in
config name.
Also checked HDFS service folder for 2.6 stack and there are two files:
ranger-hdfs-auit.xml and ranger-hdfs-plugin-properies.xml. While Ranger
service is not installed, I can see only custom configs for this files on
Configuration tab.

Why and where this is being filtered?
