More jsp:include funnies

Is it normal for jsp:include to fail on a JSP script that is the destination
of a HTTP POST form?

What I've had so far (working on JRun 2.3.3) is that most or all of my JSP
scripts for a given site (the same as the example given earlier) are using
jsp:include to include the surrounding HTML that gives the basic look & feel
to the site, ie:

<jsp:include file="header.inc" flush="true" />

which has, basically, the opening <html> tag, the complete <head></head>
tag, and the opening <body> tag, and at the end:

<jsp:include file="footer.inc" flush="true" />

which essentially had the closing </body> and </html> tags. A bit more to
them than that, but that's the basics.

Anyway, for most of the scripts that's fine (as long as the <jsp:include>
isn't the very first thing in the script, cf my other problem), but for one
which is the recipient of a form posted with method="POST", What I'm getting
is the message "Included servlet error: 400: HTTP method POST is not
supported by this URL" in place of the stuff that's supposed to be included
by jsp:include, even where the stuff included is *not* structural HTML.

I can get around the problem by including the files before compilation ie:

<%@ include file="header.inc" %>

etc... but why does the other not work?

Again, this is Tomcat 3.0 in Enhydra 3.0.1.
