Make a table and try to move a row or column (cell) edge, or the table edge. 
Notice that the mouse does not become "active" over the line until the mouse is
over the exact pixel of the line.  This is needlessly difficult.  The "grab"
margin should probably be at least 2 or 3 pixels.

I'm not sure it is a '1' pixel target, but it IS hard to catch and hold the
border precisely with mouse movements. UX could be improved.
