Xalan Output namespace bug?

I recently posted a [BUG] and [BUGFIX] patch about a Xalan output namespace
issue (Xalan only emits a single ns definition per nsURI, despite several
prefixes being declared on an element).

I've not received an ack, did this get missed? I've confirmed that Xalan
behaves differently that Xt,sax and msxml on this issue.
