"Format Cells..." option disabled in password protected HSSFSheet - POI-3.2

Hi,

Has anyone been able to edit cell formats on a password protected HSSFSheet
created using POI-3.2?

I am creating a HSSFSheet with locked and unlocked cells and protecting it
with a password. On creation, the "Format Cells..." option is disabled on
the sheet.

Can this be achieved in POI-3.2 - have readonly cells and be able to edit
formats of non-readonly cells?

with OOXML, it works in 3.7, no idea about 3.2 or OLE2.
