[PR] chore: prepare 0.4.0 release version [iceberg-cpp]

## Summary
- remove the `-SNAPSHOT` suffix from the generated Iceberg version
- prepare the version header for the 0.4.0 release candidate
This follows the release-version transition used for 0.3.0 in #705.
## Testing
- focused CMake configure using `iceberg_configure_version_header`; verified the generated header contains `ICEBERG_VERSION_STRING "0.4.0"` and no `SNAPSHOT`
- `git diff --check`
