### Describe the enhancement requested
vcpkg has a small patch for Android: https://github.com/microsoft/vcpkg/blob/master/ports/arrow/android.patch
Let's upstream this and remove the patch from vcpkg.

We need to add a CI for Android as the first step. But how...? Can we use Android on hosted GitHub Actions runner?
