[DISCUSS] Release Nutch trunk 1.11

Hi Folks,
What do you all think about getting a release candidate out for Nutch 1.11?
I am happy to do RM role.

Hey Chris,
I'm working on it as I write this mail. Testing out the services as there
are minor changes in the REST endpoints between 2x and 1x. Will post an
update by 2pm PT.

I'd love to see https://issues.apache.org/jira/browse/NUTCH-1517 being part
of 1.11. It is a separate indexing plugin which should not impact any
existing code. It's been reviewed by Jorge and I'll to commit it soon
unless someone objects.
