Inconsistent wc when there are no write permissions

Hello,

if you "svn add SubDir" where you don't have write permissions for 
"SubDir", the wc gets into an inconsistent state, because svn adds some 
meta information about the addition in the main directory but cannot 
create ".svn" in "SubDir".

Even though it happens quite seldom that you don't have write access to 
your own directories, such an inconsistency should not produced.
