This seems to be partly possible now, at least a workaround is possible:
  <plugin>
    <artifactId>some-plugin</artifactId>
    <executions>
      <execution>
        <phase>skip</phase>
      </execution>
     </executions>
  </plugin>

=> Thus you can skip complete phases for example in module projects.
