FYI, created SLING-2612 for "install rules" for the Sling installer

Hi,

FYI, I have created SLING-2612 to make it possible for the installer
to ignore or partially process certain resources based on the
environment, and make this flexible using pluggable services for
decision making.

If you have use cases where that could be useful, please add them to the issue.
