   I've opened #8740 with an alternative that I think is cleaner. It detects whether to rewrite the snapshot log by checking for `RemoveSnapshot` changes. And it adds a server-side method to suppress snapshots to avoid the same problem when creating metadata for lazy snapshot loading.
