   The root cause of the issue:
   
   ```
   (localcloud) 🐱 > list templates templatefilter=all listall=true filter=id,name
   🙈 Error: (HTTP 431, error code 4350) Filter all can be specified by admin only
   
   (localcloud) 🐱 > list serviceofferings listall=true isrecursive=true issystem=false filter=id,name
   🙈 Error: (HTTP 431, error code 4350) Only ROOT admins and Domain admins can list service offerings with isrecursive=true
   ```
