Allow 1.1 CS offer to be anonymous EPR

The following JIRA made Sandesha reject a 1.1 offer if it had an endpoint of the anonymous address

However, this is probably too retristive, since other RM implementations require this. 
We should WARN in such a case, but still allow the sequence creation.
