   After discussion with @TisonKun offline, we realize that [PR-10187](https://github.com/apache/flink/pull/10187) is another issue, he will create a new JIRA to track. It is `-yt` could support a remote distributed directory and will not need public distributed cache. For example, '-yt hdfs://nn1/path1'.
   
   This PR is focused on using pre-uploaded flink binary to accelerate submission and container launch.
