[I] fix(c++): do not run test when compile the library [incubator-graphar]

### Describe the bug, including details regarding any error messages, version, and platform.
the [catch_discover_tests](https://github.com/apache/incubator-graphar/blob/aff205cd3df564d980041a6f7c2f7fc2f950ba3b/cpp/CMakeLists.txt#L388) would make that test run in the compilation phase which is not the expectation. In the compilation phase, just build the test cases.

the [`catch_discover_tests`]( would not make test run in the compilation phase, need to double check this problem.
