Nanoseconds tests were disabled because of sqlparser didn't support nanoseconds. Current 29 sql parser allows tests to run

Benchmark runs are scheduled for baseline = 93052cdf030a2084f4b902e06e997011fca0d466 and contender = 54ae4323a730a4a34c6b5f638e2083f0c3fe5dcc. 54ae4323a730a4a34c6b5f638e2083f0c3fe5dcc is a master commit associated with this PR. Results will be available as each benchmark for each run completes.
