[PR] fix(ui): batch of frontend concurrency and correctness fixes (#1352, #1354-#1372) [rocketmq-dashboard]

Consolidates twenty small independent frontend fixes from @yyqdbngt into a single PR (same approach as #1234 / #1379). Each commit keeps the original author.
Cluster / Broker / Proxy pages:
- remove duplicate cluster refresh timer (#1352)
- ignore stale Broker Cluster list responses (#1354)
- format IPv6 Proxy gRPC endpoints correctly (#1355)
- do not classify unknown Broker statuses as running (#1356)
- ignore stale Proxy list responses (#1357)
- keep Proxy loading active through mutation refreshes (#1358)
Consumer Group page:
- scope global group details by instance (#1359)
- use instance-scoped global row keys (#1360)
- show offline groups as stopped in details (#1361)
- avoid overlapping group auto-refresh requests (#1362)
- label manual reload as refresh (#1363)
Ops / assets / ACL:
- serialize channel setting updates (#1364)
- isolate Grafana dashboard preview requests (#1365)
- isolate alert asset preview requests (#1366)
- track concurrent asset exports independently (#1367)
- load ACL rules and users independently (#1368)
- preserve missing ACL creation timestamps (#1369)
- handle unknown system alert levels (#1370)
- track concurrent alert acknowledgements (#1371)
- track concurrent certificate renewals (#1372)
Verification on the integrated branch: `npm run build` passes; full frontend suite 86 files / 443 tests green.
The original PRs will be closed referencing this one once merged.

This consolidation PR was opened from a maintainer fork for review convenience; the actual contributions belong to @yyqdbngt via #1352–#1372 (20 frontend PRs, commit author preserved). 本整合批从 maintainer fork 开出仅为评审便利，实际贡献来自 @yyqdbngt 的 #1352–#1372 共 20 个前端 PR（提交作者已保留）。
