[PR] fix: normalize NameServer cache keys [rocketmq-dashboard]

## Summary
- canonicalize equivalent NameServer address lists before admin-client cache lookup
- reject lists that contain no usable address
- cover cache reuse and invalid address-list cases
## Validation
- `cd server && mvn -q -Dtest=MqAdminExtFactoryTest test`

Absorbed into #1185, which now covers normalized cache keys together with runtime AdminClient release lifecycle behavior. Closing this narrower PR to keep review focused.
