I couldn't reproduce this issue.
Could you give more information about your setup? (ivy file, configuration file, ...)

If you are using a proxy server, maybe you have the same problem as described in IVY-380 ? This could cause Ivy to think for instance that the Ivy file hasn't been changed on the webserver and therefor doesn't need to download your artifact again.
