### Describe the subtask
Supports two cases:
- Kyuubi Rest Server HA
if one server instance is dead then the rest client will do request to the other server instance
- Kyuubi Rest Server Singleton
if the client side machine has net traffic issue when do request, then the rest client will do an attempt again until the max attempts.
