[DISCUSS] Documentation on adding PPMC members needs correction

If you read the page https://incubator.apache.org/guides/ppmc.html and go to the Voting in a new PPMC member you may find the process description unclear and not in the expected order. There is also a missing step.

1. The prospective PPMC member should be invited before the NOTIFY email is sent. (a) that’s the rule for PMCs, and (b) what if the person chooses not to accept?

2. The email template needs an update as it is using old domain names in the instructions.

3. The final step of adding the PPMC member to the podling’s roster is missing. (The PMC Notify process is handle there.)

Since one of the goals of Incubation is to teach the Apache Way the IPMC should align processes with how the Foundation has evolved.

The IPMC should rely on the concise information developed by the Apache Community Development PMC - See https://community.apache.org/pmc/adding-pmc-members.html#tldr---inviting-a-new-pmc-member

I’ve updated the incubator pages to match the current policy. i.e there’s no need to send a NOTICE email to the IPMC.

Hi Dave,

Yes, that page looks to be out of date/has not been updated since this process changed. There is no longer any need for a NOTICE email to be sent, so that template can be removed.

The correct sequence should be:
    1. Private vote on the podling’s private list.
    2. Invitation email to the nominee (before adding them).
    3. Acceptance reply.
    4. Add to podling roster (which will notify the IPMC)

This page [1] also needs similar updates re NOTICE emails.
