Add DistSQL-only rule workflow plugins

Add MCP feature plugins for sharding, readwrite-splitting, shadow, and broadcast rule workflows, aligned with the existing encrypt and mask plugin model.

Centralize rule DistSQL-only workflow response assembly in MCP support, add feature-specific resources and planning guidance, update MCP distribution wiring, docs, specs, and E2E contract coverage.

Keep the scope limited to DistSQL access and rule metadata inspection without DDL, storage unit, migration, or physical database operations.
