[PR] GH-46386: [C++] Ensure using our CMake packages not Find*.cmake [arrow]

### Rationale for this change
If a downstream package has `FindArrow.cmake`, it may be used not our `ArrowConfig.cmake`.
### What changes are included in this PR?
Use `find_dependency(Arrow CONFIG)` instead of `find_dependency(Arrow)`.
### Are these changes tested?
Yes.
### Are there any user-facing changes?

After merging your PR, Conbench analyzed the 4 benchmarking runs that have been run so far on merge-commit 6eb537e009474e8ea7cc5251a39bc11733346769.
There were no benchmark performance regressions. 🎉
The [full Conbench report](https://github.com/apache/arrow/runs/42055046173) has more details. It also includes information about 1 possible false positive for unstable benchmarks that are known to sometimes produce them.
