   Support RichAsyncFunction in Scala API
   
   ## Brief change log
     - Change Async related RuntimeContext to public
     - Add RichAsyncFunction of Scala version
   
   ## Verifying this change
   
   The runtime context has been tested in RichAsyncFunctionTest.
