RFC process step 1 votes

Hi all,

As per the RFC process
https://cwiki.apache.org/confluence/display/HUDI/RFC+Process

We usually start with an email thread to raise an idea before step 2:
creating an RFC page.

It'll be good to reach an agreement on how many votes (+1) do we need to
proceed to step 2.

The idea is not to make it too easy, otherwise it defeats the purpose of
setting step 1, but also not to make the bar too high.

I would like to propose at least 5 votes (+1) needed to proceed:
- 2 votes from the committers, and
- 3 votes from the community (can be committer or non-committer)

Consider the growing community, we shall be able to increase the numbers as
deemed necessary.

Any thoughts? How about 5 votes to pass this meta-voting? :)

- Raymond

Thanks for initiating this, Raymond!

I am wondering if Lazy consensus + may be just +1 from PMC/Committers is
sufficient for this? Like you mentioned, given RFC review itself has
approvals.
We don't want to filter ideas too early without even giving a chance for
proposer to fully express it in a wiki page.

We can put the final proposal to vote.

The voting procedure for Apache projects is described here
https://www.apache.org/foundation/voting.html. I am not sure if this is
open to change.

Hi Shiyan,

Thanks for starting this discussion.

+1 from my side

Some additional thought:

   - Shall the proposal need at least one +1 vote from PMC?
   - It would be better to explain what's the meaning of +0 and -1.
   - In other communities, there is another concept when voting which
called: binding and non-binding. Shall we introduce it?

Best,
Vino
