This pull request provides the necessary plumbing for the first step in the release process: releasing the nar-maven-plugin. It activates the apache-release profile, which turns on code signing and also builds a proper Apache source release tarball.

Release managers will need a suitable, published, PGP key configured in their settings.xml.

Since the plugin gets released independently, we may need two sets of releases in JIRA.
