DescriptionDeployment.xml please

Where do i get the
DescriptionDeployment.xml

If you're referring to the SOAP samples, there is a
DeploymentDescriptor.xml file in each of the sample application
directories.

If you're writing your own service, then you must create your own
deployment descriptor....use one of the examples as a guide.  As far as
I know, there is no documentation that specifies this file.
