    (WIP) Plugins for blueprint tour and features list

    HTML should be keep at the minimum in `*.md` files. This PR creates 2 plugins to encapsulate reusable features:
    - Blueprint/policy tour
    - Features list
    
    That way, both layout/style and content are clearly separated.
    
    Note that there is still an issue for the blueprint/policy tour: `title` and `description` do not resolve global parameters, i.e. `{{site.path.guide}}`

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/tbouron/brooklyn-docs feature/plugins

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/brooklyn-docs/pull/226.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
