   Support agent to pull tasks without ip and uuid.
   
   ### Modifications
   
   1. For the needed to be added and active task, select without IP and UUID, when they were pulled from manager, set the agent IP and UUID;
   
   3. For the other status tasks, select by IP and UUID.
   
   ### Verifying this change
   
   - [X] Make sure that the change passes the CI checks.
