I created a simple NetBeans module (see attachment) then I added layer.xml and I got this error when compiling:

ant -f C:\\Users\\matteo\\Documents\\NetBeansProjects\\module1 -Dcontinue.after.failing.tests=true -Ddo.not.clean.module.config.xml=true clean build
...
verify-class-linkage:
C:\Users\matteo\Documents\NetBeansProjects\module1\src\module1\layer.xml:3:14: Element type "filesystem" must be declared.
C:\Program Files\NetBeans 11.2-beta3\harness\common.xml:335: C:\Users\matteo\Documents\NetBeansProjects\module1\src\module1\layer.xml is not a valid XML document.
