In https://issues.apache.org/jira/browse/KAFKA-17747, it uses metadata hash change to detect topic change and provides racks information in `SubscribedTopicDescriber`. We can consider adding this to built-in assignors like RangeAssignor and UniformAssignor. This change should not affect performance too much.
