### Description
Add support for non-authentication plugins in the `ApisixConsumer` CRD to enable per-consumer configuration of plugins like rate limiting or custom authentication plugins.
Currently, the `ApisixConsumer` CRD only supports authentication plugins via the `authParameter` field. This limitation prevents users from configuring consumer-specific behaviors for non-auth plugins, which is a common requirement in production environments.

You can migrate to the v1alpha1.Consumer CRD using version 2.0. It features a generic `Credentials []Credential` type with an enum supporting `jwt-auth`, `basic-auth`, `key-auth`, and `hmac-auth`, configured as generic JSON. Additionally, the `Plugins []Plugin` field supports plugin extensions.

Hello @Baoyuantop,
if I understand the matter correctly, the new `v1alpha1.Consumer` relies on the API Gateway functionality.
This API Gateway functionality can't be used on OpenShift though. (cf. https://github.com/apache/apisix-ingress-controller/issues/2656)
Hence, the new `v1alpha1.Consumer` resource can't be used on OpenShift.
Are there any plans for getting this feature also into OpenShift?
