### Describe the bug
Trying to serialize a plan that uses Decimal256 results in the error message: `Proto serialization error: The Decimal256 data type is not yet supported`. This seems like a simple omission.
### To Reproduce

### Expected behavior
Plans using Decimal256 can be ser/de with datafusion-proto.
### Additional context
Fixed by 11606.
