I've applied your patch and added the same to the WriteSchemaToDatabaseCommand subtask,, though I've renamed the property to dropTablesFirst.

The attached patch adds a new property "doDrops" to WriteSchemaSqlToFileCommand. With this i can specify that i don't want any drop statements generated like so:
