After https://issues.apache.org/jira/browse/HDDS-8074 *processHeartbeat()* was updated to also process synchronously a command queue report. A new method with 3 parameters was added and the old method with 2 parameters ended up being used only in tests.

This Jira is for cleaning up the old method and updating all the tests with a *CommandQueueReport* parameter where necessary and *null* where applicable.
