I don't believe this is a bug, since (IIRC) default namespaces are NOT used to 
resolve attribute values.  Therefore you MUST have an explicitly qualified type 
qname in your xsi:type quotes.  If you believe we're misinterpreting a spec, 
please point us to the info.  Closing this for now.
